Let's Understand Diffuse and Specular in Blender Materials (Blender Render)
First let understand Diffuse and Specular in Real world because in blender it's related to the real world.
Diffuse:- Reflection from the surface of Object, our eyes can understand the color by Diffuse reflection
for example:- If no light is reflect from the surface of any object then the color we see is Black
and if all light is reflected from the surface of the Object the color appears is White

Specular:- As In figure We see that at a definite angle and from smooth surface the reflection is specular reflection.
Let's See some Practical example in Blender for Better understand the Diffuse and Specular
Diffuse = 0, Specular = 0
As in image we see that our mesh color is white but appear color is black reason is clear that Diffuse intensity is 0
Diffuse = 0, Specular =1
Diffuse = 1, Specular = 1
Diffuse = 1 , Specular = 0
